I lower the car (2.5"/super low) on larger rim (17") + low profiles (205/40/17)
OR
I lower the car (2.5"/super low) on smaller rim (15") + low profiles (don't have tyres yet)

In which case will I need to roll my guards if not both.

You may need to roll your guards in both instances.
It depends on how much you plan on lowering the car in each instance,
The offset of your rims,
As well as any potential camber.

Too many possibilities.

But just confirm, is it true that a car with 17" can be lowered more than a 14" just because the wheel gap is larger?

You can simply go low profile on a smaller tyre because the rolling diameter will be different.

If done properly both will have equal chance of scrubbing once finished.

Presuming you have a dc2 integra you will probably scrub while turning.
My car is lowered using dc2r springs and shocks and its got 2 fingers between the wheel and guard.

So if you had it another inch or so lower then mine youd have a good chance of scrubbing.

So like Q_ball said their is alot of variables, you could get camber kits and have negative camber or roll the guards aswell to stop scrubbing. Also as he said depends on the offset and width.

You could have a 5"wide rim with a +50 offset and you will very unlikely scrub but with a 7-8" wide rim with a low offset ie:0 to +15 or so you have alot large chance of scrubbing.

Although DIY rolling guards should be ok...

FYI a smaller WHEEL size but larger tyre , should give similar circumference or rolling diameter.
But in reallife will also give less scrubbage.
Because smaller wheel = smaller width = less chance of rub at full lock etc.
