i was looking at some wheels today and this was on all 4 rims. the seller said its the clear coat, just paint strip it
is this true ?

Looks like clear coat peeling to me. Could be fixed with a very light sand and metal polish

Try and peel it with your nails and see if it peels off.
Otherwise its brake dust mixed with rust due to lack of maintenance.
I think its actually in the clear coat. Very hard to get rid of unless you strip it.

yeah its clearcoat mixed with dirt from the road... just looks like he didnt put enough layers of clearcoat on .. a good sand with a small grit and couple layers of clearcoat should do the job
Regardless as to what it is, its a layer on top of the alloy wheel.
1.) Wet sand it.
2.) Degrease it, Wash it, Dry it.
3.) Clear coat it generously.
4.) Polish it
5.) Admire your brand new looking rims.
