timing. mechanics job or tuners?

hey guys, my cars making abit of a rattling or ticking noise at high rpm and also bogging up. now my mechanic is telling me it needs a dyno tune. (the engine was previously rebuilt). hes telling me that the timing is out and that a dyno tune will fix the bogging as well as the ticking noise at high rpm.

my question is, what do you guys think the problem can be? and also, should something like timing be the mehanics job rather than tuners? i just want the car running nice and smooth.

your mechanic couldve set the timing if he wasnt a lazy bugger.
yes your tuner will also time your engine when tuning.

timing should be in mechanic's and tuner's job description.

Mechanic should dial in basic timing, tuner will fine tune. (referring to adjustable cam gears.)

a tuner should really be a qualified mechanic....

I think his mechanic told him that he need a dyno tune because of the High Rpm ticking.
Mechanic should sort the basic timing, but tuner tune the engine
