Buying car in NSW, want to drive it down to VIC and refund NSW rego

Hey guys, I've been searching for the past hour but I haven't found any concrete answers.

I'm planning to purchase a car in NSW and bringing it back to VIC to register and drive here.
It has NSW registration, and from what I can see from the RTA website, if I want to claim a refund I will need:

1) 'Request for refund of NSW registration' form
2) The NSW plate number
3) A copy of the current interstate Certificate of Registration in your name

So that implies I've already registered the car in Victoria.

4) Proof of ID
5) For interstate acquirers, a copy of your Proof of Registration Entitlement which shows the date of acquisition and the vehicle's market value (eg signed transfer details on the back of the NSW Certificate of Registration, or a receipt from the seller).

I don't get this. Do I have to sign NSW transfer papers while I'm up there picking the car up? Or is it just something that the owner and I have to sign?

Any help would be good.

The current owner is responsible for filling in and lodging a disposal of motor vehicle form. He then signs rego papers and fills in your details. You then transfer rego to your name at motor registry or online. It is then legally your car. Make sure you also get a receipt as the motor registry will no doubt want to see that too.
When cashing in rego, you will also have to cash in the ctp as well. Make sure you get those details too.

I dont think rego is transferable between states
If the seller and buyer is in the same state then yes.

When u change the number plates from NSW to VIC you do that at vicroads and they take the nsw plates off you when you do the exchange

and the one u said in bold is proof of purchase via some hand written reciept and a copy from the PPSR website that the vehicle is not stolen and is write off is all u really need to confirm.
I didnt have to sign any NSw transfer papers at all cause the seller had the hand written receipt.
