Check the wire A13 (Green/Orange) on the A plug of the ECU, get a test light and probe it, that should turn the prob light on when you switch on your ignition, the PGMFI goes through the diagnostic's and primes the fuel pump. If everything is good it should turn OFF. If its not lighting up there i'd try with another known working ecu. If it turns on it is most likely a break in the wire somewhere, splice a new wire and run in to the gauge cluster wiring connector that should fix it.
