foam is usually a good idea, one thats got glue residue on one side. This way the foam "wears" into place to find its own even level over any bumps and what not without damaging paintwork.
Any rubber store will have some - Clark Foam & Rubber etc.
Dude put a round hole in your p plates (on the corners) get a nut and a bolt put the bolt through the number plate (theres many holes on most number plates) and put the nut on the back of it. Use one bolt for the top corner and one for the bottom corner and use one nut for each to keep it in place so it doesnt fall off the number plate. Dont waste your money on ugly things like that p plate holder lol.
If you cant work that out go buy those shitty magnet p plates (which fly off so be careful)

dont really like the idea of the magnetic ones - theres heaps of stories of them damaging the paint work if they get left on for too long, especially if small dust bits get caught between the plate and the paint.
i was thinking of doing what you said with the nuts and the bolts. think ill try it. hope theres no number plate cover that might make things annoying
remove the number plate cover.. i never had a problem with mine on the rear and using the nuts and bolts! GOODLUCK!
