u might find that it may be better to buy a low k motor and swap it over.
when it comes to rebuilding a motor, depending who does it, it can vary on how reliable itll be when its done.
However a motor built from the factory is generally more reliable and will last if looked after.
but it all comes down to your future plans of the car and how much your wanting to spend......

I all ready changed my motor with a low k from "honbits" Because I had a hole in the motor after 10,000 km after buying the car in
august 25 2004.
I got scammed the water pump was all ready stuff on the low k one I got made to pay for that.
Honbits didn't even do the work some other people did, "DA motors" because he said it would be quicker.
They took 2 months it cost me $990 for the motor $550 for the transmission from Hondbits.
$775.39 to get it fitted from DA motors and another $344 at honbits. For the shit they didn't do at DA moters. I still then had a air leak on the carb's. Where they didn't tighten it enough.
That took me a bit to find. The oil cooler on the transmission wasn't tighten enough, so it was leaking.
I have had the low k motor since 31 jan 2007, also they didn't give me an air filter.
Which I didn't find out tell i went to clean it.
I would never get a low k motor again, or get a shit ass mechanic to do the work.
I just want to know a good place get NEW parts, or should i get the parts from Honda
or a recondition motor
which I will fit myself with my girlfriends dad

Go to Honda or an auto parts store and buy a 'VRS Kit'. This will include most of the things needed for an overhaul on the head (head gasket, intake and exhaust manifold gaskets, usually a valve cover gasket and spark plug tube seals etc).
You may come to need a few things here and there but the VRS kit will have most of the things you'll need.
It's definitely a good idea to take the head to an engine reconditioning workshop so they can check it for warping/cracks/flatness etc. You wouldn't want to go through all that work, put it back together and have it fail again because the head is not in good condition.
It might be an idea to take the head off and have a good look first - if you can tell the head is in bad shape (before bothering taking it to an engine reco shop) you might be better off with a motor swap. Head reconditioning can get a bit expensive and will not be worth it if a replacement motor costs less!

hey i discovered my engine number is D15b4-1........ and the engine i did have was a D15b4-16...... by www.redbook.com.au the D15b4-1..... is and 1988 and the D15b4-16 is 1991 if this is right they put a 1988 engine in my DEC 1990 civic which is illegal can anyone confirm this for me i know Honda should be able

Not 100% sure on that ruling but if the engine was produced from 1988 up to and including the date of build on your car then it should be fine. Meaning that same engine was still in production past the date of build on you car, but just originally released earlier.
I'm pretty sure you just can't put an older engine (from a different model) into a newer car.
Refer to your states RTA rules dude to get confirmation.
