No.. wrong.
IF a vehicle is travelling in the opposite direction to you with their high beam on (intentionally OR accidentally because they have forgotten to take them off) you ARE permitted to flash your high beam in their direction to hopefully give them the hint to dip theirs down.
As for flashing your highbeam whilst travelling behind someone my mate says this "A few flashes is not classified as road rage ie. 3 at most. Anymore then 3 flashes would be classified as negligent driving endangering other road users as there is a chance of blinding other road users."
So it is not outright (as you claim) illegal!

As you have said it comes down to the officers discretion.
Unfortunately there are no listed guidelines that states "Flashing highbeams at another car from infront or behind is outright illegal".
What you may classify as road rage may not be what is actual road rage.
I am not saying you are entirely incorrect, I am saying that your claim that it is outright road rage is outrageous!
It comes down to the officer investigating and as there are no direct guidelines it is very much so a grey area.

Him flashing his highbeams at the old guy in anger because the old guy had a go at him in his car on public streets at the traffic lights... Pretty sure thats roadrage
if his flashing of his highbeams had temporarilly blinded the old man and he hit a child crossing the street ill bet you anything the old mans lawyer would claim the guy behind him was driving negligently (maybe even recklessly) and cause the accident to occur...
As i said.. With flashing highbeams it would go for negligent driving not road rage. Which is what i said previously.
And in all honesty i don't think "Flashing highbeam" is violent OR aggressive. Sure it might be expressing some anger but certainly not in a violent or aggressive way!

there is no fine in court for roadrage... roadrage is just a way to discribe your actions... neg or reckless (two different things) are offences... one of which you might get if you take out roadrage on someone...Quote:

er a page of ot but ok, adjust them.. simple, someone stated it and then decided to talk about road rage, pop bonnet, prop bonnet, look at headlight unit, should be a gear mechanism if you look directly down (use a torch), use a phillips and adjust via wall measurement, something like 600mm I think it was.. Well that's how I remember it the euro could have a newer designed head light unit than the models I used to work on. If all fail go to a mechanic and they should do it for free if they're nice, simple job <5 mins
