This man is correct! Any modification that requires an engineer's certificate is illegal for P-platers, regardless of whether you put it in before you got your P's or even if you bought the car like that. Don't know if swapping from d16a8 to a b16a requires an engineer's certificate or not, haven't looked that far into it :)
Wrongdizzle! ;) I'm a brissy P-plater driving an ek4, vtec equipped  Although there's rumors that this law could come into force
haha, laws to make it illagel to drive cars which arnt powered by push rods....
if u swap ur motor from a d series to a b series, as long as that motor came out with that car orignally its fine.
and if u leave everything OEM, even the most experienced cops wont know wat it is if u remove the GLI badges.

Just to clear up a few things for people.
Engine Replacement
You can replace your engine with a replacement new, used or reconditioned engine of the same type. Also an equivalent factory optioned engine for that model, with out the need for certification.
Performance Engines
Fitting of a replacement engine with more than 20% greater weight and/or power output than the engine offered by the manufacturer as a standard or optional engine requires certification.
As EG Civic's weren't constructed in Aus with a B-series engine, legally you need a mod plate to put one in. Therefore legally no, P-platers aren't allowed to have one.
Yes you may get away with it for a while, but there is a very good chance that a cop will take 1 look at it and tell you to start making calls for someone to come pick you up. With the introduction of the new P-plate vehicle power restrictions a lot more cops are being taught what cars/engines you are and aren't allowed to drive. So having a big "DOHC VTEC" embossed on a rocker cover kinda gives it away...
$200 for the VRS kit if you're lucky. All up it will cost over $1000 for a head gasket replacement. Expect more if you've warped your head and need it machined.
Oh and to the OP, vtec isn't a form of forced induction, it's just honda's form of variable valve timing (and lift control). Most modern cars have VVT. Honda's is just more advanced than most. So it's not illegal for you to drive a vtec honda. It's just illegal for you to dive an engine swapped one if it didn't come factory with one.
with regards to no more than 20% greater weight. I have a d16y4 in my ek atm, would i legally be able to run a b18c in it??
