Yes b18 from 97 teg can go into 00 teg shell
Back to OPs question, i didn't say u need one, but it's best to get one if ur thinking of doing alot of Mods to ur car. Engineer Cert costs between $500-700... therefore it's best to do all the Mods first like I said then Engineer Cert ur car. It will also depend on the popo that pulls u over, they will look for something they can defect you on (from pods to rims ansd even tyres...)
Remember money cannot buy that peace of mind while U drive!

1.6L to 1.8L just needs a blue slip.
You can also put example say a 96 spec itr motor in a 99-00 model car.
didn't I say that the OP doesn't need an eng cert. for 1.6L to 1.8L, in NSW that is I dunno in other state... but if he want's to do more upgrade (turbo or non turbo) then having an eng cert. would be the safest way.
