I'd go 60mm for your B16, or 2.25inch.
Get decent headers, but cat back is a catback - just a pipe that follows the same path of stock exhaust. Just make sure it is mandrel bent and I suppose lighter is better.
Didn't really want to create another exhaust thread so thought I'd use this one to ask my question.
I'm looking to buy an S12 Xforce twinloop, but they don't have it in 2.25 only 2.5 and no longer make a catback to fit DC2/4. Would it be worth getting the Xforce twinloop and getting a custom catback? If not, what is an affordable but good brand to go with? Also is the 2.5 going to mean I will lose power?
Correct me if i'm wrong but the 2.5 shouldn't make u loose power. The note will be deeper and maybe dronier on the freeways.

What about the catback issue? Apparently Xforce can't sell me one, am I going to be wasting my money if I go for a custom one?
Just look for other reputable brands. There are plenty out there

2.25" is best for a B16 with standard cams. They have no low down torque as it is. If you go too large in piping size you disrupt the scavenging effect in the lower rpm which results in less torque down low.
Which is what you want to improve in a street car.
