I agree with the future collectability of the Type R, but something I have found from my 260Z experience is that collectors place higher value on a stock examples. Not that you sound like you are buying the car for a collection, but it is worth noting anyway.
My two cents worth - Look around for a clean stock one, or maybe put in a lowish offer (<$28K) and try your luck on this one.
I checked redbook recently (carsguide.com) and it said round 20k. though ive never seen any at that price
redbook is a "guide" and a hopeless one at that.
Agree on a price...minus the costs of having the car checked out to confirm that it has all those bits. Either he has the reciepts or he doesnt but either way...dont take things at face value.
28k is the most i would pay for it. Also very importantly make sure it has log books or some kind of service history. Theres only one reason why a person mods a dc2r to this extent and that is to track it.....dont believe otherwise.
Also ask yourself......are you ready to live with an angry beast of a car like this? I have something similar and it shits me to be honest...but then i miss it and it repeats all over again...lol

cheers for all the advice. now i know where to start. test drove it yesterday and it goes like a bat out of hell, apartly it has 200hp atw. much different feel to the civic :P. i have found out the tuner he used so i will contact him for authenticity of parts, service hostory etc etc.
