correct me if im wrong. apparently u can have them in victoria under the following conditions

1. the tubes/globes are not visible
2. cant have red and blue at the same time cause it represent emergency colours
3. no red at the front or white at the back cause it may confuse other drivers
4. it cant be pulsating
