mine's 100% city, only have the mugen panel filter so far.

i used to get 500 easy before the light came on (stock) and ever since i started modding it's gone less efficient...maybe coz im more heavy footed with the mods? haha...i dunno...but 250km seems too little...my friends gtr r32 gets 300 out of a tank and that's turboed and badly tuned.
I get at the MIMIMUM 500 on a full tank and thats not being a fairy... if ur getting 250 there is seriously something wrong...
