well under 10k if u have any clue about doing anything urself. insurance will be around he same as any other car with exhaust. If ur a checkbook racer, u wont get into the 13's with under 10k.

i never knew the 10k included insurance.. i think its possible if it doesnt' included insurance.. its not just about the engine tho..
eg. traction will play a big issue in ur 1/4 times... tires (slick/semi slicks), suspension etc
also weight reduction will help.. ie.. CF bonnet, light weight rims, stripped interior..all will help and will be needed IMO, if u want 13s.. as well as the FI setup

basically, if you look around on other threads you'll see that a lot of gsi's with basic mods pull high 15's to mid 16's.
