Before you start deciding that you want a 300-400HP engine, I think you need to start reading and learning about things like compression and what types of cam/intake/exhausts complement it.
I noticed that in your list earlier you had only said "Pistons. Rockers. Cam." but nothing specific.
What compression? What kind of cams? not "Cam", there are two of them. Why would you need to replace the rocker arms??
It's easy enough to say I'm gonna do all this and it should grant me 300HP, but in reality this kind of thing will not be easily achieved in an N/A four cylinder without each piece complementing the next. It's important to understand what you are using and WHY.
However, in regards to what engine you should start off with, I agree with Vvvtec. K24 is definitely your best shot at this. Having the big displacement will be excellent for big power.

simple k24 IMO and then if you dont like the power just upgrade to rotrex. Whats the point of spending big bucks on n/a for such little power??
i would of also suggest instead of kswaping maybe to throw a k24 in a dc5 base. If your after something a bit more modern, and stil on a budget Plus less headaches as its pretty straight forward( no need for changing mounts, ****ing around with wiring).
