Compliancing for intake and exhaust means they must meet ADR/EPA limits. Not sure about exhaust gas emissions, but for intake and exhaust noise, the limits are for cars under 150kW and 2 tonnes is 77dB when moving and 90dB when stationary as stated in ADR 28 that you posted.

it wasnt just one cop doing the random roadworthy. Like i said there where more than one cop and said they where not illegal. Im sure if they where illegal they would of said something. They picked in everything but that

In VIC, exposed un-oiled pod filters on EFI cars are legal. It's stated in VIC EPA.

In NSW, all exposed pod filters are illegal because there is no statement saying that an exposed un-oiled pod is legal.
