Yes, that is the hole for the end-link. No EK post-facelift ever came out with lower control arms with this hole missing.
lukecivic - The d-shackles should come with the sway-bar, but [ricer] is correct you can get them from nearly any auto parts supplier.

i got the brackets from supercheap also. $15 or so.
