No, you cannot buff it out.
There are techniques to make it less noticeable, but it will never be possible to make the chip completely disappear with touch-up paint on clear coated metallic paint, and it will be even harder if it's on the edge of the bonnet.
What you've just done is brush-touched raw metallic paint, over the clear coated paint on the car.
Mechanics aren't paint technicians. They won't have the equipment or expertise in their service center to do this, and they definitely wouldn't do it for free since it's 'wear and tear'. They will just refer you to their body shop.
Take it to a reputable body shop for advice if it worries you, but stone chips are unfortunately a fact of life. It might be possible to do a better spot repair, but it's most probable the only way to completely restore the bonnet is to respray the whole bonnet at your expense.
Or, if you take lots of trips outside the city, invest in a car bra.

As HZ said, stonechips aren't done by any mechanic or service dept.
go to stone chip or smash repair guys to deal with them....
Oh, and if you let the dealer wash your car, you can be sure it's done quickly without much care with the same sponges and rags they use on everyones' cars, this may account for some of the fine scratches you are seeing appearing on your paint. I give specific instructions for them NOT to wash my car.

how are the new side skirts coming?
thanks for the advice guys. i think im gunna wait till i notice more damage, then just fix everything in one go. cause ive only had it for like one month, and all this damage occurs. fixing it bit by bit is gunna be costly. and its kinda like a fact of life that cars will eventually get some bit of damage etc. so yeh mite do it later on. but as for a car bra....i just dont have the heart to humiliate my car anymore my stickers have already lol
and i decided not the get the side skirts because the touch up paint. even tho it was really dodgy, u cant notice the scratches anymore, unless u knew it was there and purposely bent down to look. the dark colouring makes the dent harder to notice as well. its not like u can see both sides and compare anyway lol.
btw vtecaccord, that "guidetodetailing.com" website was pretty good. even tho u didnt intentionally post it lol
stone chips are inevitable;
you can't not have them and you can't avoid them.
only can reduce them from happening.
I am guessing you drive to lots of roads with pebbles and tarmac with loose gravels on the road.
Car bra's are good if you do alot of long distance driving;
Solution: If your stone chips have gone down to baremetal i recommend getting it fixed ASAP as leaving it untreated will cause it to rust and then you will need to pay more money to get the rust cut off and retreated; then painted after.
Agreed, stone chips left neglected can turn into rust, = $$$$. Covering them with touch-up paint is a good start.
Welcome to the joys of the expense of car ownership. Hope you didn't expect the expense to end after you picked up the car.
And do some googling on car bras - you might be surprised.
