some guys with built bottom ends don't get 200kw (260 hp).
There is a car with more power, but that car had a heavily modified bottom end and the angles of the sleeves were changed to get this power.

As you stated the times would of proved the power statement of that motor. Even Bao's car with worked internals didn't make that power...
But netherless interesting to see what power the new engine makes. Record a video maybe....
A logical explanation is that the power was really hp at the wheels which would calculate to be ~150kw at the wheels. That is the sort of figure that makes more sense.
Then the fresh rebuild with decent bottom end I'd expect in the region of ~165kw+ dependant upon bore, compression etc.

also another thing would be to see what SAE correction they used.. which is not stated on the dyno sheet
Its not torque, its tractive effort which is a multiplication of the torque through the gearbox, final drive etc.
Tractive effort will be higher than the engines torque.
