Yes you can. A newcomer CAN make a WTB thread. It is different if you want to buy and try to swap/sell you current ride. Thats classed as a swap/trade or sale and is not allowed, as the link above state.
In your specific case, you simply want to buy another car. So yes you can!!!

To reiterate
Newcomers can make a WTB thread , but they cannot respond to another persons WTB thread offering parts or services. They must message the user to contact them. This prevents newcomers advertising their goods or services for sale.

Alright... I think I got the idea after the first answer but thanks haha. And the reason I didint try is because it wasnt letting me to do it until I found out theres a another way. And I wasnt sure if you can banned here, and I dont like to risk it as I need heaps of information for my Civic and since I live 500kms from Adelaide and 550kms from Melbourne, there are only 4 EG/Ek Civics including mine. :/ Sucks aye.
