OBDII support in Accord 99

From my understanding, all US cars manufactured since 1996 must have a functioning OBDII port. I'd like to know if the ECU used in US would be the same as the ones used in Australian versions of the car, regarding the support for OBDII communication.

I have an Accord 1999 model which obviously doesn't have an OBDII port. But if the same ECU with OBDII capability is used, I can run wires from the ECU's pins (namely the K-line and power pins) to a custom fit OBDII female connector.

Can someone confirm this?
