CL9 - 18x9.5 +40 Wheel fitment

Hey all, im new to the whole wheel fitting business but i just recently bought Rays 57xtremes 18x9.5 +40 with 225/40 tyres on them. I wanna lower my car to the legal limit 100mm above the ground and not have poke is this possible ?
Do i need camber arms? or flare my fenders....? im just hoping to lower it so it isnt a 4x4 and not get done for having poke or being too low. im hoping i can get away with it being rolled and lowered cause i dont wanna spend anymore $$$
