k24a3 transplant and programmable ECU

Hi All

Didn't get much response in the NOOB section so I'll try my luck here.

I'm in the planing stages of building a locost (lotus 7 replica) and am really wanting to use a k24a3 from the accord Euro 2003-2007 or there abouts (CL9 I believe).

As this will be effectively a stand alone conversion I was wondering about ECU options.

1. Need stock config to pass emissions test on compliancing.
2. Need it to be programable as I want cams in it once its registered.

I've been searching the forum but there is a lot of confusing ECU information about when it comes to the accord euro. If a civic ECU can be made to run the engine, that would be a good option for me

I'd like to retain cruise control if possible. I'll be getting fines all the time if I cant get that going some how.
