Definately sounds like the viscous coupling is dead, clutch type diffs are cheap enough these days anyways, best to upgrade. :-)

my stock-as-a-rock 99 itr ran 14.64 at wsid a couple of years ago.
technique: dump the clutch at like 5-6000 rpm and shift like crazy.
p.s the tires were basically bald and i made sure to stage behind guys running big v8's who were doing big burnouts.
