dont buy a B16 that needs a rebuild, there's heaps more out on the market in better condition and cheap

Most likely your valve guides are bad and it's burning a lot of oil. Well known problem on the S2000.
A badly balanced wheel along with blown shocks can cause this.
Go back to the mechanic and get them to fit the correct tyres and see how that goes.
Will be best/cheapest to replace all locks, ignition barrel & ecu.

Can't swap the ECU unless you swap the keys as well due to the immobiliser.
