Registering a vehicle in QLD that has no compliance plates

My friends recently purchased a car down VIC, which the car was registered in VIC..after a search of the car, we cant find the compliance plate on the Chassis............

without the Compliance plates, we cant get the car road worthy and register...

so my question is.. does anyone know how we go about registering it without the compliance plate in QLD or any idea what to do ?

the vin should be stamped by hand on the engine bay some where
it should also be on the rego papers
it is a rebuild scheme rego
it can be registered in qld if it is

Yeah i knoe but we cant seem to find the vin no on the engine bay or the compliance plate but we found a engraved VIN number on the chassis which match up with the one on the Rego.
but we didn't get the Rego paper from the owner...

do i need the previous Rego paper from the owner ?
