i think you might be right in the case of front tow hooks, anything protruding past the front bumper could be seen as a major risk to pedestrians but not too sure.

I dont know exactly where to look but id think the RTA does list body modifications and related regulations like vicroads does. The op might have to do quite a bit of searching and reading
