03 civic surging? Choking on deceleration need help!

Hey I have a 03 civic which I'm currently having a few problems with. It recently started to having this odd surging feeling up until 80km+ on deceleration & when I come to a stop the car feels as though it's about to stall. It doesn't happen pre 80km
Has anyone had this problem?

I also have the CEL on but I was unable to find the plug to do a self diagnosis on it. If someone can shed some light that's be greatly appreciated!

Find an ELM327 unit and plug it in under the steering wheel (should cost ~15-20).

There's an smartphone app called 'torque' which allows you to connect to the ELM327 and find codes
