B18c2 no power to fuel pump

Hi guys I'm in need of some help. Just bought a 99 integra with a b18c2 and i cant get it to start (bought as a non runner). I have spark but no power is going to the fuel pump. Checked the fuses under the dash and bonnet all are fine. Any help is much appreciated.

    Troubleshoot from the main relay

Check grounds, power source, shorts, continuity

I just checked the relay with the continuity test and all good.
But when I plug it in and turn on the ignition no power to the pump.

So when I have the relay plugged in, im testing power with a test light and when I touch the green/blue wire for the ecu the pump starts pumping as if im earthing the wire!!! But when I test with a volt meter it says 12 volts.
