The K24 has a bigger deck height than the K20... not sure if that comes from a thicker head gasket or if the actual head is different.
The stock K24a3s will go to 7600rpm reliably with the stock valvetrain - as Chris F has proven. Beyond that and you'll get valve float. It's hard to say where the stock cams will stop making more power... but with an RBB it's around 6800rpm and with an RBC/RSP you could assume it'd be more around 7200-7400rpm.
Not too sure if the OEM computer is that flexible to be honest.
ECU should be the number 1 thing to change - everything else is borderline on pointless without it

ECU should be first mod for tuning K24A3 !!! And don't waste time on swaping K20 head on K24A3 block, you won't gain more then stock head + Intake camshaft from TSX 06-08 + VTC 50 deg. gear. With OEM oil pump safe rev limit is 7600 rpm, valvetrain can handle more as camshafts lifts isn't high, limit is oil pump with it's oil cavitation after ~ 7800 rpm. For more rpm's better to change oil pump to K20 (need some moding and oil pan) or plug and play ERL's S2000.

If going above 8000rpm, good idea to swap k24 oil pump for the k20 pump + valve train
