Its a piggy back computer that is tapped into you ECU's wire harness. It allows to play with the mapping. I had a problem with it...it kept blowing my coil. so I got rid of it.
If he wants to chip the car ..correct me if im wrong...the car would have to be an obd1 ecu 1993 -1996. If the car is 97 onwards you would have to use a piggy back because of the obd2 ECU.
try a mid muffler in the exhaust. I have done that to quieten my car (also have two hotdog resonators, a bit of over kill) and i have an APEX N1 on it. my car is around 82db.

As James says use a 15w 50, or 20w 50. A 5w 30 or 10w 40 might be a bit to thin for a turbo honda. I tested my car with a 5w 40 and my car smoked like crazy.

I dont recommend powerchip, they are limited and arent programmed individually for each car. They are a mass produced chip. They arent worth the money.
