Cold weather can cause starter motor solenoid to be sluggish, perhaps it could be the actuator. This was my issue and had it replaced under warranty, fortunately.. :)

Cheap option would be to buy the yellow tint and apply, but it may not diffuse the 6000k bright light already there. Other option would be to change the 6000k hid globe with a lower Kelvin globe. Eg....
