Common issue. It happens on a lot of front wheel drive cars with stock pads. If you want less brake dust on the rear I'd recommend changing pads or leaving VSA off will lessen the brake dust too.

lol, well if it's just a decat/downpipe then that exhaust mod alone won't cause it to be loud enough to warrant EPA officer's attention. There are so many louder cars out there with straight through...
