are they actually gutter marks? because if they are, they'd have to be deep at some parts and would be hard to sand, i wouldnt think about sanding it if they are.

depends on how deep it is.. you can sand it... a lot of sanding!
I had the same problem when I bought my used rims; they looked bad then, but wiht a bit of hard labour to it,now its looks as new.
removing the plastic guard doesnt fix ur problem so dont bother coz its happened to me. the only option I have is change my suspension setup and raise my front end. Im currently rolling on 18x7.5....
