If your looking at the $240 range, you cant get hankook v12 which are pretty good tires with good review. I got them for $235 a corner with balance & fitting.

I would say power if you an improvement in day to day driving to give you that ooomph since the stock brakes are fairly decent. If you plan to track this baby soon I would say brakes! =)

it is possible that it's not the actuator since issues with the actuator affects the central locking and this should not hinder you from manually opening the lock but best to try remove the door...
