Its called an LS VTEC or poor man's type r .. Can work and is quite cost effective... If non vtec block then need to tap block for oil feed for vtec head, otherwise bolts straight up (effectively)..

Regards timing -- For some of the bigger cams (again, i.e. S2P2) they seem to use around 4-5 degrees of separation .. ie. +1 +5 .. But is this from 'zero' or from where the cams where originally...
