similar thing happened to me about a year ago, after A LOT of stuffing around i found out the ecu had blown up. so maybe pull it out and check inside the ecu.
and when this blew it also shorted out...
ended up getting a complete brand new dizzy for $360 off a friend of a friend....

Found out the problem today! The ecu burnt out! Got my money back on the dizzy and gotta find a new ecu now.
I think its a PM7 (for d16a8) ecu? Any one have a cheap one? lol
And what ecu does a jdm...
Timing belt is good, tested both dizzys - both good, re-soldered main pgmfi relay - and its still not starting.

RACQ guys tested it with something that plugged into the ignition leads with spark plug attached and you could see it spark in the engine bay.
Wiring appears to be ok....

jdm b16a isnt 125kw atw, and aus b16a isnt 116 kw atw.
maybe you meant horsepower?
or just 125kw (170hp) and 118kw(160hp). NOT atw.
