1- as above check for voltage to the solenoid with a globe for
2- check your oil pressure, and when VTEC is ment to engage as well, what is the pressure. is it steady ?
3- is your sump OK, does it have a dent in it
4- there is a special tool Honda have, and with compressed air you can check each cylinder for correct VTEC operation.
5- do you have any fault codes in your ECU
6- does your speedo work
7- is your ECT OK
many things are factors when VTEC doesnt work, if all the above are OK, VTEC should work

I have the same car and problem 3 years ago, plus my engine temp is always low, less than quarter on the gauge, changing the THERMOSTAT fix it. Found out the thermostat is leaking therefore the coolant keeps flowing to the engine making the engine always have lower temp than the operational temp and no vtec. Replaced the thermostat and vtec alive again dont forget to clean up the VAFC as well.
