The old owner didnt't want people to think he had goods under his bonnet thats why he sprayed it black.

If its ADR approved you can have it, ring up a cop shop, demand to speak to TMU and you'll be amazed with the answer

yhe it cant be rubbed back, but make sure it wasnt painted for any other reason like damages or what ever. it wont be a easy process as car paint isnt meant to come off. hence the reason of doing sooooo much prep work to get the right finish and and long life out of it. you have to think to your self, """hmmm how much do i have to rub this back?"""
you have to rub back the clear, the paint and the primer,, if you go too deep you'll go into the carbon then you will need to re jell coat it. if it was just a plain alloy or steel bonnet different story as you can use paint stripper. i say sell it and buy another one or keep it the way it is.
    HooK a bruda up!
REP me! then we all get the hook ups!
