I'm pretty sure the width of the wheel also affects the offset. If you got a wheel 15x9 and 15x6 with the same offset they wouldn't sit in the same place on the car unless the manufacturer specifically makes the wheels width extend from the inside of the rim and not the outside which is very rare!
if they did that the offset would change...15x9 and 15x6 in the same offset would have a 1.5 inch difference in poke
