If you are inspecting an F1 car on Friday before practice session, how are you going to check that it adheres to the power limit? Are you going to put each one of the cars on the dyno? It is better to do it as a pressure limit as they can use a standadised pressure release valve that is supplied to the teams by a controlled manufacturer. All of the teams will then work to get max power out of that boost pressure limit. It is the same as now with the NA V8. They don't limit power, instead they limit the RPM because it is easier to measure.
Don't worry about the td05 16g vs t871r issue, because every team is going to buy the t871r equivalent, if that is going to be one that produces the best power output. They are F1 teams, not poor like us Honda drivers.
