    If it didn't work, talk to the seller. you two may be able to work something out if he/she is a good seller. Otherwise just give him/her a bad rating, I don't think there's much more you can do.... wait a sec.. I think eBay has this insurance thing that might be able to get your money back if the seller refused.

    Usually if the seller has good feedback and sends out alot of items a DOA warranty on their behalf will be granted. You should be clear if the person is a decent ebayer.
