How much should I spent to buy Honda Accord VTi Sedan 2004?

Hi,
Can anyone please advise how much should I spend to buy an old 2004 Honda Accord VTi ?
Should I organise a RAA inspection? common issue?

KM:110,000 km, automatic, good condition interior and exterior, private seller (2nd owner), during test drive - it feels bit heavy and steering wheel not so responsive.
Asking price: 12K; I am thinking to offer 9.5k

* Private Price Guide $9,600 - $11,500
* Trade In Price Guide $6,900 - $8,800
* Average Km 110,000 - 180,000
