handbrake warning light stays on

My handbrake warning light stays on permanently. I have disconnected the handbrake switch and low level brake fluid switch but still does not go out. Does anybody have any ideas as to where the problem may lie.

I own a 2002 Civic

this also happens when the brake pads are low or when you need to change ur brake fluid.
or just bleed your brakes incase theres air pockets. start by doing
-rear passenger side
-rear drivers side
-front passenger side, then
-front drivers side.

i did this and the handbrake light hasnt come on since (when the handbrake is up it comes on of course)
