save urself the headache an go obd1 with hondata chip... go hondata S100 or S200 (blue box) is proven to work well in all situations, boost or n/a, Hondata No longer support OBD0 for reasons ive read that it isnt as well refined as OBD1 ecu's, so best to just get jumper harness an go obd1 ecu that suits ur car.
+
if you go OBD-0 to OBD-1 you will need to change the dizzy aswell dont forget
Iv got a Socketed PR3 ecu in my ED9 CRX (running a B16A)
Those ebay chips aren't anything special at all! ,Now that i think of it iv got two socketed PR3 ecu's sitting in my shed :/
I purchased a Rom burner too, but have yet to start making my own roms, since i want to get a AFR sensor and gauge installed, so i now that the roms aren't leaning out my engine!
You can customise the Rom to do a few different things, and yep launch control is there.
Also you can get the CEL on the cluster to act as a Knock Light
Or you can do as iv done to mine and Make the CEL act as a Shift Light (got it set at 7200rpm)
Socketing is not hard. And like bboyzell said, those chips are nothing special. All honda ecus are basically the same internally, with the differences being in the code. These chips are just an external source for replacement code (a feature that honda incorporated into their original board design). Thats all a 'fancy' hondata is too, except it has a programming interface built in too.
I'm currently in the process of designing my own on-board usb host for real time programming and easy datalogging.
Oh, and if you can't find somebody closer, I can socket the ECU for you. I think it costs about 15 to post an ecu.
