Throttle body

Was cleaning my throttle body and butterfly valve and noticed on top of he throttle there is a hose that leads to know where is that normal ( breather hose maybe ) or should it be going somewhere

atm the TB nipple has the hose thats basically going to no where... is this bad and can it effect the engine ( whats it do )
