he has GSi, same as myself, i think stockie is 14 x 5.5". According to RTA u can't go above or below 1 inch of your standard width (in the GSi's case the stock width being 5.5"). Hence if you fit on 17 x 7" or 16 x 7" or even 15 x 7" rims onto ur GSi u will "technically" be illegal and not road worthy.
Well if its 2" wider (not bigger in diameter, im talking about the width of the wheel...), then thats news to me. ive spoken to RTA over 3 separate times to confirm, and spoken to others as well. If someone can clear it up that'd be good, but im pretty certain.

1 inch of maximum available size from factory... which is 6.5 or 6. i can't remember what the stock vti-r size is.
check the tyre placard and add an inch.
you can have a wheel/tyre combo 15mm over/under the factory diameter- meaning the overall diameter (diameter of wheel plus tyre)... or rolling circumference. you can get away with 195/35/17 or 205/30. just under 15mm increase in overall diameter of maximum factory size.
width you can bump up by an inch over manufacturer maximum. my integra comes with 15x6 or 6.5 (as i said, i'm not 100% sure). so add an inch or so to that width.
