where would i get the most out of an intake, for a h22a 5th gen
a) under the engine bay sitting where the old box is, with a heat sheild
b) or the full kit where it sits behind the bumper,

Read the ol' SRI vs CAI FAQ thread. Unless you have an enclosed box around your pod and a cold air pipe feeding cold air into it, you won't see much difference with the heat shield.
