OK, I'm not sure this is available in OZ as this is straight from the Mugen site from Japan.

If you did all of the above, it would cost $8044, and that's just for Parts ! 
Saying that, are these parts available in OZ ? from Whom ?

You can ask some traders (JDM Concept, JDM Yard, etc) here to get mugen stuff. I found a mugen sport exhaust for my RB1 really cheap brand new less than $1000 but one of the pipe is more than 2m long so need to ship it using container.

Ok, now, I'm pretty new(Virgin ! ) to mods, so which one should you do first and anyone know a good installer in Perth, WA ?
1. Suspension - what does it mean by 20mm ?
2. wheels - 18 ? I still like a comfortable ride and can go over bumps without scrapping the bottom !
3. side spoiler
So, for the rear spoiler, do you need the exhaust system also use the existing ??

For me, I will at least change the suspension to coilover. I found that the stock rear spring is too soft. At the moment if I have >5 people in the car, the rear become too low and if I go over a dip/hump I can feel the springs at the very bottom. Use 18" if you want to be legal.

Just my 2 cents based on modifying my RB1.
I got my Modulo body kit from the dealers and they fitted it, but anything else I usually get my mechanic in Jandakot to fit it, coilovers, camber kits, BBK etc. He's not flash, but gets the job done. I think if it is genuine kits, installation will not be much problems and they usually come painted already.
Can't help with sourcing parts in Perth cos I gave up looking years ago and just shipped everything from overseas myself. The shops here do not know much about the Odyssey and I don't think care to because not many ppl mod it anyway.
In terms of your questions.
1. It means lowering the car by 2cm which is not much, but Mugen kits ( and some other body kits) help with the lowered look by 'removing ground clearance'.
2. Rim size does not affect ride height (unless you use the wrong tire profile). Going larger rims without changing rolling diameter means using lower profile tires which translates to less air and rubber to insulate the ride, this will affect ride quality slightly and noise depending on tyres you choose
3. Side spoiler is the side skirts
You can change to 18's without lowering, but you run the risk of the car looking like a 4WD as the wheel arch gap being more promimant.

If I lower, are there any particular brand of suspension is better than another? (Price vs Quailty issue) .. don't mind paying a bit more for a better quaility suspension.
I don't mind the softer ride, since it is a family car....

I think almost all aftermarket coilovers are harder with increased spring rates, because usually when you get coils, you will lower it and if it is too soft, the car will bottom out very easily.
I'm pretty sure Cusco does one, not sure about the others. Other brands that may have might be Tein, HKS, Tanabe, JIC magic, Ohlins, GAB and RSR. They do coils for the RB1, they may do it for the RB3.
As for recommendations... tough one for the RB3, don't know anyone that has changed coilovers, so can't comment. You'd be the first one!

I think it is but there are certain rules that govern how low you can go. Generally the lowest point on your car must be 100mm above ground
